Requirements for approval of building plans?
Application can be made on Form A1, A2 duly signed by allottee/attorney, approved Architect and structure engineer after validation from Architecture Directorate, CDA at Front Office, One Window Operation, Block-III, CDA along with the following documents:
- Photo copy of form A1, A2 and 4 (four) copies of building plans.
- Estate Management forwarding letter indicating receipt of appropriate Scrutiny Fee @ Rs.1/- per Sft for residential minimum Rs. 500/- , Institutional Buildings, Agro Farming, Industrial Buildings etc. minimum Rs. 2000/- and Rs.2/- per Sqft for Commercial, Administrative Buildings, Public Offices and Foreign Missions subject to minimum of Rs. 3000/-
- Copy of N.I.C of Allottee or Transferee or Attorney as the case may be.
- Copy of Allotment letter or Transfer Letter.
- Copy of Possession Certificate.
- Copy of sub-division of plot, if applicable.
- Copy of acceptance of Attorney, if applicable.
Requirements for issuance of completion certificate and process to apply?
Application can be made on Form B1, B2 duly signed by the allottee/attorney, approved architect and structural engineer after validation from Architecture Directorate, CDA at the Front Office, One Window Operation, CDA along with the following documents.
- Photocopy of Form B1, B2 along with 4 copies of completion plan as per actual construction at site.
- Estate Management dues clearance.
- Copy of N.I.C of Allottee or Transferee or Attorney as the case may be.
- Dues clearance from Revenue Directorate, CDA
- Completion Scrutiny Fee as per rates of approval of building plans.
- Proof of payment of Withholding Tax for non residential plots.
Procedure for transfer of plot/house?
The allottee can apply for transfer of plot/house on prescribed transfer application form available at Front Office, One Window Operation, CDA at a cost of Rs.150/- along with the following documents:
- Original offer letter/allotment letter (to be surrendered at the time of transfer)
- Property Tax Clearance Certificate from Revenue Directorate, CDA (built up property)
- NDC (No demand Certificate) from CDA
- Indemnity Bonds/ Affidavit/Undertaking (Transferee/Allottee) On Rs.30 Stamp Paper attested by Notary Public
- Photocopies of N.I.C (attested).
- Statement recorded before concerned admitting officer by the identifier in case of female allottee.
- NOC from Building Control Section (BCS), CDA (built up property).
- Two Photographs each.
- Bank Draft of Rs.5000/- for within family transaction, or 250 Rs per sq yard for Residential Property
- For Commercial transfer Rs 250 per sq feet +AGR.
- Photo copy of NIC of attesting officer.
Procedure for alottee to transfer his property to his family members through gift?
The allottee can apply for transfer of property at the Front Office, One Window Operation, CDA through acknowledgement of Oral Gift on stamp paper worth Rs.5/- duly attested by 1st class Magistrate along with the following documents:
- Original allotment letter to be surrendered.
- Property Tax Clearance Certificate from Revenue Directorate, CDA (built up property)
- Indemnity Bonds (Transferee/Allottee)
- # Photocopies of N.I.C (attested).
- Statement recorded before concerned Deputy Director and duly stamped by him with his official seal.
- NOC from Building Control Section (BCS), CDA. (built up property)
- Bank Draft of Rs.3000/- or Rs.5000/- as the case may be
- # Photo copies of NICs of two witnesses (attested)
Documents required for transfer of plot to the legal heirs of the dead Allottee?
An application can be made at Front Office, OWO (One Window Operations), CDA. The application can be given by any one of the legal heirs.
- An affidavit attested by Class-I Magistrate giving names of all the legal heirs and their relation with deceased.
- Attested copy of Death Certificate issued by CDA (Directorate of Municipal Administration) or local body.
- Attested copy of NICs of all the legal heirs.
- Attested photograph of each of the legal heirs.
- Form “B” in case of Minors.
- Pay Order Rs. 5000/- incase of Residential property/ Pay Order Rs. 10000/- incase of Commercial property.
- Original Allotment/Transfer Letter.
- In case of surrending his share by some legal heirs in favour of others, Release Deed as per specimen duly registered in the office of Registrar/Joint Registrar.
- NOC from BCS regarding conforming use.
- Property Tax Clearance Certificate from Revenue Directorate, CDA.
- Advertisement in 2 leading newspaper having vast circulation throughout Pakistan as per specimen (to be issued with signatures of the Deputy Director after submission of application.
- NOC from Loan giving Agency.
Procedure for change of title through sale deed?
An application can be made at Front Office, One Window Operation, CDA addressed to Director Estate Management, CDA regarding change of title of the property through sale deed along with the following documents.
- Attested photo-copy of sale deed along with Original.
- Photo-copy of NIC of purchaser.
- Pay Order/Demand Draft for Rs. 5000/- in favor of CDA.
- NOC from B.C.S regarding non-conforming use and non-violation of Building and Zoning Regulations.
- Property Tax clearance certificate from Revenue Directorate, CDA.
- Surrender the original allotment/transfer change of Title letter.
Documents required for issuance of C.T.C. of allotment letter, if lost?
An application can be made by the allottee at Front Office, One Window Operation in the name of Director Estate Management, CDA for issuance of C.T.C along with following documents:
- F.I.R Police Station.
- Indemnity Bond only attested by 1st Class Magistrate.
- Press Notice of Newspaper having vast circulation.
- Photocopy of N.I.C duly attested.
- Affidavit duly attested by 1st Class Magistrate.
- Bank Draft of Rs. 1000/-.
Documents required for permission to mortgage property in favor of House Building Finance Corporation or any bank?
Following documents are required for granting permission for mortgage of a property: In case of plot:
- Execute an agreement with CDA.
- Copy of Site Plan (provided by CDA).
- Application for permission to assign addressing Director Estate Management, CDA.
In case of House and other built up property: - Execute Conveyance Deed or Lease Dead with CDA. (The cost of Stamp Papers will be at the rate of Rs.40/- per thousand at the original price of the plot and in case of Commercial, Industrial Plots in addition to cost of plot plus annual ground rent paid and ten year advance.
Note: There are two days for the execution of Agreement and Conveyance Deed i.e. Wednesday & Saturday.
Documents required for Birth Certificate?
Following documents/information are required for issuance of Birth Certificate:
- Full Name of Father and Photo Copy of National Identity Card No.
- Name of Child
- Sex of Child either Male of Female
- Place of Birth, Date and Hour
- Name of Hospital/Clinic and Doctor/midwife who attended the delivery (attested photo copy required)
- Name and address of Mother and her National Identity Card No. or Nationality
- Religion, Caste and Nationality of the Father
- Place of Residence and address of Father
- Occupation/Profession of the Father.
- Name and Address of the Person Making Report.
- Date of Report
Documents required for Death Certificate?
Following documents are required for issuance of Death Certificate:
- Name and Surname of the Deceased and his/her nationality
- Name of Husband/Father/Mother
- Occupation/Profession of the Deceased
- Address of the Deceased
- Religion, Sex and Caste of the Deceased
- Date, time and cause of death
- Age of Deceased
- Name and Address of the Person Making Report.
- Date of Report
Requirements for same day issuance of Transfer Letter?
- The parties can apply for urgent transfer subject to payment Rs.5000/- as fee in addition to the other charges.
- In such cases the allottee/attorney shall present the Transfer Application Form alongwith the required documents to A.D (Admitting) before 10 A.M.
- If the documents are in order, the admitting of transfer case shall be done on same day before 1200 hours. After that, A.D (Admitting) shall send the file through special messenger to the concerned section of Estate Management-I or II Directorate.
- The section shall prepare transfer proposal and transfer letter immediately and submit to the Deputy Director who shall be competent to approve the transfer proposal.
- The transfer letter shall be delivered by R&I Branch of Estate Management-I or II Directorate at OWO Counter from 2:00 p.m to 3:00 p.m. If the parties dont receive the letters, these shall be dispatched after one day.
Requirements for Change of Trade?
- Application.
- NIC Copy of allottee (s) 4 nos.
- Copy of allotment letter.
Documents required for Possession of Plot?
- Application by allottee/ attorney
- Copy of allotment letter
- Copy of NIC of allottee/ attorney
- Pay order for Rs.500/- for First and Rs.1000/- for Second.
- OWO Directorate shall verify the status of allottee/attorney and then send the application to the concerned Deputy Director in Estate Management-I or II.
- If no dues are outstanding and there is no stay order, Deputy Director shall forward the possession form to Land Survey Division Counter in OWO Directorate.
- Land Survey Division shall depute its staff for delivery of possession to the allottee/attorney. After completing the formalities and delivery of possession to the allottee/attorney, the Land Survey Division shall issue a certificate and its copy shall also be furnished to concerned Deputy Director for placing in relevant file.

- Court decision certified copy.

Water Connection formalities of Water Meter Division?
- Scrutinize the status of applications, regarding completion of formal procedure and issue of demand notices accordingly.
- Receipt of water connection fee from the consumers as per demand notice.
- Execution of formal water supply agreement in between the property owner and the Authority.
- Documents required for water supply agreement.

- Application to O.W.O on form A-3.

- Confirmation of water borne pipeline by Water Supply Division-V.
- Payment of road cutting repair charges to concerned Road Division.
- Payment of sewerage fee to Maintenance Division-III (SB).
- Completion of caudal formalities of Water Meter Division.
What is the procedure for delivery of Documents?
- The documents entrusting title (Allotment Letter, Transfer Letter, Sub-Division Letter, CTC) are dispatched to the Allottee/Transferee through registered post or delivered personally at Estate Management Directorates after identification. The allottee may authorize his agent to collect such documents through an application attaching copies of NIC.
- All other correspondence with the Applicants/Allottees is done through mail
- The applicant may request for dispatch of documents through courier (subject to payment of courier charges).
What is the procedure to find outstanding dues?
- An allottee or his authorized person can apply at One Window Operation counter or through mail to find the outstanding dues against his property.
- Estate Management Directorate-I or II shall provide the relevant information within a period of 4 days.
Procedure for change of name (Married ladies and others)?
If an allottee wants to change her name after marriage, she will have to apply in O.W.O Directorate with the following documents
- Attested copy of allotment/transfer letter.
- Attested copy of present and previous NIC.
- Attested copy of Nikah Nama
- An affidavit as per specimen
- Press Clipping of Notice published in newspaper
- Attested copy of matriculation certificate
- Attested copy of passport if available.
- Any other documents supporting for change of name
The OWO Directorate shall forward the application to concerned Deputy Director of EM-I or EM-II Directorate, CDA
Deputy Director shall forward the case to Law Directorate for Legal Opinion/advice. Law Directorate may further refer the case to Security/Inquiry Directorate CDA for investigation/verification if there is any doubt or suspicision. What is the procedure of admitting in One Window Operation Directorate?
- The allotee/ attorney shall get due date from the admitting officer in OWO Directorate on presenting completed TAF (Transfer Application Form) along with required documents.
- After giving “due date “ the Admitting Officer shall send a data form to the concerned Dy. Director in EM-1 or EM-2 at least two days before the due date. The concerned DD shall check the file and ensure that the relevant file and record is send to admitting officer 9 am on the due date.
- The allotee/ attorney and the transferee have to appear in person on due date with their original NIC in OWO Directorate before Asstt. Director (Admitting) along with TAF and the requisite documents.
- The parties are photographed with their signatures and thumb impressions taken in the presence of Admitting Officer after they confirm before him that the transaction has taken place as per satisfaction of both the parties.
- After completing the formalities of admitting, the Admitting Officer shall send the file and TAF along will the documents to the accounts section for removal of bank Draft on the same day.
What is the procedure of issuance of Separate Transfer Letters to more than one transferee?
- If there are more than one transferee, they can apply for their separate copies of transfer letter.
- If one of the co-allottees wants to transfers his share, all the other co-allottees shall also have to surrender their original transfer letters so that revised letters are issued to them.
Various restrictions on transfer of property in Islamabad?
The transfer of any property shall be restricted in following cases:
- Outstanding dues (till their clearance).
- Title of property is disputed in CDA.
- The cases referred to fraudulent allotment scrutiny committee.

What is the procedure for refund of Sector I-15 flat?
Following is the procedure for applying for refund of deposited money against Flat in Sector I-15 :
- Rs.5000/- will be deducted from the total amount deposited by allottee.
- Application for refund with three specimen signatures & thumb impression of the owner/allottee. (Male left thumb/ Female right thumb impression)
- Allottee has to personally appear before Deputy Director (I-15) for recording the statement.
