Punjab Anti-Land Grabbing Ordinance 2025 – A Bold Step to Protect Property Owners
The Punjab government has taken a historic and much-needed step to curb land grabbing and unlawful possession of public and private property by approving the Punjab Protection of Ownership of Immovable Property Ordinance 2025.
Chief Minister Maryam Nawaz Sharif announced that this landmark law will ensure swift justice for property owners and put an end to the long-standing issue of land mafias in Punjab. Under this new system, land dispute cases will no longer drag on for years — every case will now be resolved within 90 days through a newly established Dispute Resolution Committee (DRC) in each district.
Swift Justice Through Dispute Resolution Committees (DRCs)
The ordinance mandates that every district in Punjab will form a six-member Dispute Resolution Committee, led by the Deputy Commissioner and including the District Police Officer and other key officials.
-
All land possession disputes will first be heard by these committees before reaching the courts.
 -
Each case must be decided within 90 days, ensuring quick and fair resolution.
 -
Once a decision is made, encroached land will be reclaimed within 24 hours from illegal occupants.
 -
If any party is dissatisfied, they can appeal to a Special Tribunal headed by a retired High Court judge, which will also decide within 90 days.

The Punjab government has set a target of 30 days to make these committees fully functional across the province.
Chief Minister Maryam Nawaz Sharif’s Powerful Message
While introducing the ordinance, CM Maryam Nawaz Sharif stated:
“No one will be allowed to seize anyone’s land in Punjab anymore. For a common person, a small piece of property is their entire world, and the mafia used to exploit that. The state, like a mother, will stand with the weak — whoever owns the land has the right to it. We have permanently shut the chapter of land mafias.”
This strong and compassionate statement reflects the government’s firm resolve to protect citizens’ property rights and ensure justice for the weak and marginalized.
A Turning Point for Real Estate Security in Punjab
This ordinance is a major breakthrough for property owners, investors, and overseas Pakistanis who have long been concerned about fraud, encroachments, and illegal occupation.
With the establishment of DRCs and Special Tribunals:
-
Property owners can now enjoy peace of mind and swift protection of their rights.
 -
The real estate market will gain greater transparency and investor confidence.
 -
Genuine investors and law-abiding citizens will be empowered, while land grabbers will face strict accountability.
