

In a long-awaited development, the Capital Development Authority (CDA) has decided to issue possession letters to allottees of at least two sub-sectors of E-12, Islamabad, most likely by April 2025. This decision was taken in a recent high-level meeting on sector development, chaired by CDA Chairman Mohammad Ali Randhawa at the CDA Headquarters.
The meeting was attended by members of the CDA Board and senior officials from all relevant departments, marking a significant step forward in the decades-long struggle for the rightful allottees of E-12.
E-12: A Sector Lost in Time
Launched in 1989, Sector E-12 was once seen as a prime residential area in the making. Over 4,000 plots were allotted to federal government officers and members of the general public with the promise of swift development and timely possession. However, despite initial efforts, progress remained painfully slow for over three decades.
While some development work was initiated, only two sub-sectors saw limited progress. The remaining areas remained stuck in bureaucratic and logistical hurdles, leaving thousands of allottees in limbo — their dreams of building a home in Islamabad seemingly out of reach.
A Ray of Hope for Allottees
The recent announcement brings a wave of hope for those who have waited patiently, some for nearly 35 years. The CDA’s renewed commitment under the leadership of Chairman Randhawa signals a fresh push towards the development and final handover of plots to rightful owners.
This move is more than just a bureaucratic step — it is a milestone for thousands of families who have yearned to build a life in the capital. As possession letters are expected to be issued in the coming month, allottees can finally see light at the end of a very long tunnel.
