Islamabad has officially entered a new digital era in property documentation.
The Capital Administration has announced February 13, 2026 as the final deadline for submission and acceptance of all conventional (manual) stamp papers. After this date, no government department, court, office, or private institution in Islamabad will accept manual stamp papers under any circumstances.
What Has Changed?
Deputy Commissioner Islamabad, Irfan Nawaz Memon, issued a notification confirming:
- Federal Treasury Office stopped issuing judicial & non-judicial stamp papers from January 26, 2026
- Stamp vendors must clear existing stock by February 12, 2026
- On February 13, vendors must deposit their Stamp Vendor Registers (SVR) and rubber stamps
- After the deadline, only E-Stamping System documents will be accepted
This marks the complete shift from the centuries-old stamp paper system to a secure digital e-stamp system, launched on February 1, 2026.
What Is the New E-Stamping System?
The new system allows citizens to:
✔ Obtain digital stamp papers online
✔ Apply via mobile phone or computer
✔ Print the e-stamp on plain paper
✔ Avoid middlemen and vendors
✔ Reduce fraud in property transactions
The service is available through the Pakistan Khidmat Centre (G-9 Islamabad) and via the ESI ID digital system.
This reform is especially important for the real estate sector, where stamp paper fraud and duplication have historically caused serious financial losses.
